The North Coast Greens are now engaged in intense discussion of a working draft of the "California Forest Conservancy Act,' a state revenue bond act and statute which would transform the California Board of Forestry into an elected (rather than governor-appointed) body; make sweeping changes in the Forest Practice Rules for all timber harvests in California; and issue revenue bonds to purchase all corporate timberlands in California, for inclusion in a California Forest Conservancy where restoration forestry would re-grow a mixed-age forest to be selectively logged for perpetual sustained yield with maximum environmental protection.
The Greens' goal is to achieve a final draft of the Act by the fall equinox, September 21, at which time the aid of State Legislative counsel will be sought in drafting a state initiative for inclusion on the 1992 election ballot. (Under State law, Legislative Counsel will help draft an initiative measure which has a "reasonable" chance of appearing on the ballot, if the measure is submitted and signed by 25 registered voters.)
