Dear Editor:

I am owner of a bank named The Global Resource Bank. I am also director and manager. You are also owner, director and manager. The Global Resource Bank is owned, directed and managed by every human alive. There are about five billion of us. We each have one "ecocredit" in our account. We may not ever spend it. Having it establishes our membership. When you register e41.00 will be added to your account every day for twenty years. You will be required to invest ten percent in ecological production. Profit on your investment will be your birthright support after twenty years. e41.00 will provide excellent food, adequate clothing and minimal housing. It is your birthright. You are only required to vote four times each year. You will vote. All accounts are closed on voting day, then opened when each vote is recorded. The total number of votes decides all issues. True Democracy at last.

The value of an ecocredit is equal to the value of one U.S. dollar on January 1, 2000. It will never change. It will not be subject to interest or taxation.

The GRB is capitalized for seven thousand trillion ecocredits. This amounts to one million ecocredits for each living human.

Poverty ends here. There will never be "Unemployment." One thousand years is needed to replace the trees that have been destroyed. Three thousand years is projected to clean the rivers, streams and lakes. It is only to hope that we can clean the oceans.

The damaged farm lands can be brought to near optimum in four years. They will continue to improve each year after that. The concept of overpopulation has always been a lie.

Wages and salaries will find their own level. Since no one will starve, pay will be adequate.

Any member may open a commercial account and write a proposal for any activity or business. All business proposals must pass an "eco-footprint" test to determine how much the activity stomps on the earth and/or people. You will not be prohibited from any activity. You will be charged for the damage done by the activity. For instance, drilling for oil will show a loss instead of a profit.

Many people who do not write well will need help. I or someone will be assigned to help them. We will be well paid for it.

Bill Moyers reported to us last June 19 about how much of this planet has been destroyed already. I, and some others, feel that it may be too late now. The criminality that is forced upon all governments is accelerating. George Bush is frantic.

About three thousand of us have worked four years, in practice mode, developing The Global Resource Bank. It is ready. It only needs a few thousand more people to indicate their support by becoming registered.

There exist two great sources for these registrations. The best is people in need, and who ain't. The other is the growing number of people who returned several times to the assemblies called by the World Trade Organization hoping to invest in innocent sounding "foreign trade."

They saw that courageous people came in larger numbers each time to face the torture of rubber bullets, tear gas, and cattle prods and sit peacefully in opposition, that they were better people than the ones they were about to support. Few offers were accepted. The investors have become investigators.

The power of the current regime is an illusion that exists only in the absence of an alternative. The reality is the regime is bankrupt, its interest-based profits made only by exploiting labor and consuming natural capital. However, as the movement demonstrates, the party is over.

Without an alternative the regime justifies its investment under the guise of protecting the regime against terrorism and anarchy even though the revolution is driven by poverty and pollution.

The GRB alternative disarms the current regime by paying off its notes with ecocredit and rewarding the investments of its ecocredits in ecoproduction. Less than 200 trillion ecocredits (e200t) are needed to absorb all current central bank notes and public debt. This payoff is included in the e700t Capital Exchange Account.
